Patch for OpenSER Radius Dictionary

The attached patch enables the Wireshark User to properly debug RADIUS
communication of the OpenSER/Kamailio/OpenSIP SIP Proxy server.
It includes the dictionary-file itself (dictionary.openser) and a commented out
line in the main dictionary.
If the user comments out the dictionary.ascend and uncomments
dictionary.openser, Wireshark is able to display the RADIUS Attribute-Values of
OpenSER properly.
This is also working with wireshark stable releases.
