This is a usability bug.

When a user is added to the SNMP user table
(edit->preferences->protocols->snmp->[edit] users table) while a capture is
running, packets captured subsequently will not decrypt or authenticate
correctly until a new capture is started.

I suggest a simple fix: when 'ok' or 'apply' is clicked (the presence of
'apply' makes one think that changes will be immediately used!) in the user
table dialog, if a capture is running, display a dialog saying that the changes
won't be applied/used until a new capture is started.
