I'm kind of new to this (WS) but given that the dissector
is only tried when tcp port 2000 is used, it's not that
bad to be not so strict (but sieve default port was also
2000 AFAIK).

On the other hand, new protocols should be supported in the decoding,
so it's not that bad if we add one by one after testing, as they 
develop. (i.e. test for reserved in {0|17}).
While at it, length should be >= 12, not 4. Whe have at least length,
reserved and message.

This is a proprietary proto and I don't know if there is oficial info
on real values publicly available.
