Updated DIFF of epan/dissectors/packet-bootp.c

Updated patch to reset options and check for poor/bad user input.

My intention is to allow for a user to assign a private decode for bootp/dhcp
options, not to provide for a gross re-definition of the options.

As has been stated, some companies us custom options to provide information to
IP endpoints using bootp/dhcp.  This patch allows for the inclusion of these
options in the decode without modifying the code base.
