A patch implementing Ctrl-Shift-Up and Ctrl-Shift-Down to mark fram repeatly

This patch implements the function I proposed comment #7.
Not so useful as I expected because to start marking with Ctrl-Shift-Down(or
Ctrl-Shift-Up), the user has to do Ctrl-M. My function does mark if the last
selected frame is marked. It does unmark if the last selected frame is
unmarked.

If wireshark can keep the command history, the Ctrl-M operation is not needed.
