In 3GPP 25.331 RRC specification, all SIBs related messages (MIB, SIB1 up to
SIB18, SB1 and SB2) and IRAT related messages (HandoverToUTRANCommand and
InterRATHandoverInfo) must be decoded by their own and do not belong to the
UL_DCCH, DL_DCCH, UL_CCCH or DL_CCCH dissectors.
To register them, we must sepcifically register their dissectors.
The attached patch adds new rrc.something dissectors to allow their decoding.
