My hypothesis is this: If you look at the buildbot actions
(http://buildbot.wireshark.org/release/waterfall) you'll see these start off
with an SVN checkout ("C:\WINDOWS\system32\cmd.exe /c c:\cygwin\bin\svn.EXE
checkout ...."). From what Guy said in comment #1 you know that it's the
checkout which determines the EOL style. If it were a Windows application then
that would be a no-brainer, but this is SVN running from on Cygwin. That makes
the EOL style dependent on how Cygwin is configured to handle textfiles, either
Windows style or Unix style. Here the buildbot installation is probably Unix
style, hence we end up with Unix style text files in the installer. The only
exception would be NEWS.txt, since this is passed through unix2dos.
