OK: The way to do this is to change the registration code slightly so that:
1. The simulcrypt dissector is registered (to tcp.port) only if a (non-zero)
tcp port is configured via the preferences.
2. The default tcp port is 0 (meaning not assigned);
I've submitted the change.
