Wireshark depends on WinPcap and the Windows network stack structure for
capture. Since the Windows stack doesn't support loopback capture by default
Wireshark can't do anything about that.
There are some options to get it working though, see the Wiki:

BTW: you're using deprecated site local IPv6 addresses, see RFC 3879
