No, and simply loading a file in Wireshark doesn't need (or use) dumpcap.  Some
UI operations do, however, try to get the list of interfaces or the "desriptive
name" for those interfaces and doing that does require dumpcap.

(The fact that you're seeing dumpcap's complaint on your stderr is the subject
of bug 2060.)
