This is to enhance the capabilities of WireShark/TShark to decode the following
types of packets:
1) WSA (WAVE Service Advertisement) Messages
2) WSMP (WAVE Short Message Packets) messages
3) WRSS (WAVE Receiver Signal Strength)

The code has been fuzz tested, and the following are enclosed:
- arada patch
- sample capture files with the above packets
- fuzz test report
- fuzz test capture file

These packets are used with 802.11p, P1609.3 protocols, which are part WAVE
(Wireless Access in Vehicular Environment) standards.

1) WSA is an action frame with capability information elements similar to as in
a beacon, but containing additional fields to contain the provider information
required by the potential service users

2) WSMP messages are used by WAVE devices, with primary usage for safety
messages. The WSMP allows applications to directly control physical
characteristics, e.g., channel number and transmitter power, used in
transmitting the messages. A sending application also provides the MAC address
of the destination device, including the possibility of a broadcast address.

3) WRSS messages are to enable querying of received signal strength, indicative
of channel quality, at a remote device, with the measurement report returned to
the requesting application.
