Bugzilla has a time zone parameter which hadn't been updated after the
migration from the old Wireshark server (which was GMT) to the new server
(which is PDT). It should display properly now.

I'm not sure why Bugzilla uses GMT and local time in different places, or why
it can't determine the correct time zone automagically.
