Renamed summary, as this affects all dissectors using tcp_dissect_pdus (almost
all on top of tcp)
the "heuristic handling" improvements are moved to XOT (in this case). That
handling (returning length used/requested) should be included here as well, but
that is not strictly required (XOT needs a small quirk of that anyway).
