Update - only required part 

Stripped the patch down to minimal size. Moved some parts to the XOT dissector
instead (as some special handling is needed there anyway). That would fit
better in TCP (and be available for other protocols), but acceptance for the
patch in the critical TCP dissector may be easier if the patch is put to a
minimum.

Note again that this is nothing to do with the "wrong size for reassembled
segment", that should be a separate bug
