PKIXCMP: fixes new plain TCP transport style, adds OID and preferences

With the attached patch, the new (post RFC2510) TCP transport style of CMP also
works with plain-TCP (i.e. not over HTTP).
I'm adding the OID for "1.2.840.113549.1.1.11 - sha256WithRSAEncryption" as I
encountered it in a CMP trace and it has not been defined in Wireshark so far.
As there are implementations around that do not set the Content-Type in the
HTTP header correctly/at all, preferences are added where one can force TCP
ports to be decoded as specific CMP transport styles.
