correct example and documentation about register_menu()

The "10.3. Example of Listener written in Lua" chapter in the help contains an
example listener which currently registers itself under
"Statistics/Test/Packets" instead of "Tools/Test/Packets".

Maybe the 3rd parameter of the register_menu() is optional?
