Erm, well, not really, that's part of the ugliness.
But: (1) and (2) will only happen if you click OK in the Enabled Protocols UI
(which means: "save the current list of disabled protocols") before you've
enabled this dissector via the preference. That's because there are really 2
ways to disable the protocol: via its preference and via the Enabled Protocols
UI. If either of them are set then the dissector will be disabled at startup.
Hmmm, I'm less and less happy about this.
