I will defend it's current behaviour ;-)

All the manipulation options (-s, -C, -t, -E) work on *all* the packets that
are selected to be in the output file. The description of the -t option was
just not chosen very well.

I will check in a fix to the usage information that makes a clean distinction
between packet selection and packet manipulation.

For the original problem of adjusting the timestamps of just a few packets in
the tracefile, I guess you will have to split the file up while adjusting the
timestamps of only the chunks you want adjusted and then merge the chunks into
one output file again.
