The tarball references an old user guide (r20494).

This is caused by: Makefile.nmake downloading user-guide-20494.zip and
tools\win32-set.sh referencing wirehshark-win32-libs/tags/2007-11-13/packages.

This should have been: user-guide-23522.zip and 2007-11-20
