That's odd, because the help files have svn:eol-style set to native, so if
they're checked out via SVN on Windows, they should have CR-LF line endings -
and they should have CR-LF line endings if you install them via the Windows
installer.

If you get them from the release tarballs, they, like all other files, should
have LF line endings, as the release tarballs are primarily intended for UN*X
users to unpack and compile - without changes.

For doing development, it's best to check out of SVN and work on that.  Not
everybody can do that, so perhaps we need to make both SVN snapshot tarballs
for UN*X users and, perhaps, zipballs for Windows users, with the latter being
generated on Windows so that the files have CR-LF line endings.
