Npf.sys probably isn't being started at boot time. You can fix this by enabling
'Start WinPcap service "NPF" at startup' when you install Wireshark, or by
telling the system to start npf.sys automatically as described at
http://wiki.wireshark.org/CaptureSetup/CapturePrivileges#windows
The next release of Wireshark (0.99.7) will enable npf.sys by default on Vista.
