The changes I submitted handles this properly.  The dissecting of the packet
makes no assumption of the contents of the option-data field, it merely parses
out the option-code and option-length from the option as defined in the RFC.

It was tested with options of zero length, and multiple vendor specific options
in the packet, and it parsed everything properly.
