When the captured size is less than the reported size, the FCoE dissector shows
nothing of the contents.  

This should be corrected so that the FCoE header is shown, if not the FCoE
trailer.  The captured FC header and the start of that payload should be passed
to the FC dissector.

I have a patch for this almost ready.
