The thing is the debian/ directory needs to be different if you target stable
or if you target unstable; this is mostly caused by changes in policies and
build-depends updates. This means it is difficult or impossible for a single
debian/ directory to work for both stable and unstable.
Now, should Wireshark ship its debian/ directory tailored for stable or
unstable ? I have no idea.
