OK, this looks like it is finally building and installing OK.
I changed it to that dictionary.xml and dictionary.dtd live in a top-level
wimaxasncp directory (rather that in the plugin folder), and are also installed
in a wimaxasncp folder (w/o plugins in the path). These changes are
consistent with the aim of converting to a built-in dissector once it matures a
bit.
