I'm not sure what's going on here.
Could you try 0.99.6 (I think there's been some significant changes in this
area) or, better yet, a latest SVN version (23077 or later includes some more
debug info when this call fails)?
Also, the next release will allow you to install dumpcap as setuid root so you
won't have to use sudo to start Wireshark any more. Not sure if that's related
or not.
