Two things: Don't put two different bug reports into one bugid.

Regarding the gtk bug: Should be fixed in current svn tree.

Regarding the rpm stuff: No calling arguments should influence the rpm build
process: It's one of the main ideas of spec files, that the package is built
identically, no matter what the environment is. You *must* change the spec file
directly for any effects on the rpm build process.
Another point where you haven't understood the philosophy of rpm: Don't install
rpms to /usr/local - that space is "reserved" for non-rpm installed programs.
If there are conflicts with other packages, then these need to be resolved
differently - either by uninstalling one of the conflicting packages or by
renaming files in one of the packages (should be done by the package
maintainer).

IIRC, one of the bugs has already been fixed, the other is invalid as the ws
specfile is (hopefully) written according to the rpm spec file guidelines.
