OK, looking closer, bug 927 was fixed in 19008 but that fix is NOT present in
0.99.3 (it was checked in after the 0.99.3 branch was created). Anyway, the
buildbot logs seem to indicate that the Windows buildbot has been having issues
lately. I just forced a build and it seems to be progressing. Try checking
back in... A couple hours? (Don't know how long it takes to build...)
