Ethereal is GPL software and is free(as in beer) to use, copy and
distribute as much as you want and does not require any explicit
licence.
Information about the GPL licence can be found at

and it describes your rights and restrictions when using Ethereal as well as any other GPL software.
We do not keep any registry of such, instead everyone already have a
licence to use this software and this licence that covers your and
everybody elses rights to use ethereal is described in :
