Can WinDump:

capture them?  (I suspect it can't.)

If not, this is either a WinPcap problem, a problem with the Windows 
networking stack, a problem with the network device driver, or a problem 
with the way you're running Ethereal and WinPcap, e.g. capturing on the 
wrong interface, using the wrong capture filter, etc..

If WinDump can't capture them, report this to the WinPcap developers, in 
case there's a bug in WinPcap 3.1 beta4 - they'd probably want to try to 
fix the bug before the final release of WinPcap 3.1.
