No. You need to find which switch/hub you have and then read its manual/specification. Dual-speed hubs always switch traffic between speeds.
 
Non-Promiscuous mode looks a lot like a switched hub problem. A possible difference is being able to see traffic sent by the local machine. This is unaffected by the hub, but _may_ be disabled in non-promiscuous mode.

is there a way where i can find out whether my LAN network is in the switch or dual hub or speed hub (which prevents me to see others messages). from some command or software. As far as promiscous mode is concerned, i think it is able to put my machine in promiscous mode since i am able to see some network packets.
