Only if WinPcap and the underlying Windows networking code allow you to
capture it.

Try using WinDump:

	http://netgroup-serv.polito.it/windump/

If it also doesn't capture 802.1Q packets on Windows XP, and captures
only the non-802.1Q portion on Windows 2000, then it's either a WinDump
problem or a problem with the Windows networking code, and you shoudl
report it to

	winpcap@xxxxxxxxxxxxxxxxxxxxxxx
