I'd fully agree with you that the 3.1 version would be a very good idea, 
but as it's not released we're going to use the 3.0 for this release 
(yes, scheduled for Tuesday). IMHO we shouldn't postpone the release any 
further as some really serious bugs have to be fixed right now.

I'll replace the WinPcap installer with 3.1, as soon as it will become 
"official" ...
