I've just tried a fresh install of 2.08 (never had NSIS on the box
before) and it falls over because it couldn't find GetWindowsVersion.nsh

I found it in the NSIS help as an example, pasted the text into
packaging/nsis/GetWindowsVersion.nsh and the build completed
