Well, as I've worked on the user's guide in docbook XML (which I want to 
release soon) I could imagine another option:

convert the pod files to docbook/XML and convert them using some xslt 
conversion scripts into man pages or html.

So the perl conversion scripts won't be needed any longer and the 
conversion you described could be done using XSL conversions.

Just a thought...
