A restructuring would be nice.  Especially moving packet-*

Should a directory ./frontends/ be made?  Currently, there are 3 front 
ends (gtk, gtk2, and tethereal).  That would then give a natural place 
for taps that work for specific front ends.  front end independent taps 
could be ./epan/tap/
