The 0.9.10 source tarball I downloaded from the Ethereal site has
version 1.3 of gtk/tap_rtp.c; I don't think we got it to compile on
Windows before version 1.6.

In fact, a "cvs log" of gtk/tap_rtp.c says:

	RCS file: /usr/local/cvsroot/ethereal/gtk/tap_rtp.c,v
	Working file: tap_rtp.c
	head: 1.7
	branch:
	locks: strict
	access list:
	symbolic names:
	        release-0-9-10: 1.6

so it looks as if the source tarball doesn't match what was marked as
the 0.9.10 release - i.e., 0.9.10a might've been built from source with
the release-0-9-10 name, but that source isn't what's in the 0.9.10
source tarball.
