Nobody objected, and 0.9.8 just went out the door (I didn't want to
change things late in the release cycle), so I checked in that change. 
UNIX versions of Ethereal will now not explicitly search
"/usr/lib/ethereal/plugins/{version}" or
/usr/local/lib/ethereal/plugins/{version}" - they'll just search the
directory in which the Makefile specified plugins should be installed.
