If by that you mean "should I cause the configure script to fail with an
error message if the user specified '--with-pcap=no'", the answer is
"no".  As the autoconf documentation says:

	`--without-PACKAGE' is equivalent to `--with-PACKAGE=no'.

and that would mean there'd be no way to force Ethereal *not* to be
built with libpcap or libz.
