For the ASN1 based protocols the version is available in the ASN1 sources.  On the other hand I do not know to what extent the 3GPP protocols changes between minor releases.

And, for some protocols, there may be more than just a version number involved - saying that the IPv6 dissector supports version 6 is sort of a no-brainer, but what somebody might really want to know is "does it support the options in RFC XXXX?" for some value of XXXX.
