Wireshark has a G711 codec because it, an its algorithm, are public domain. This is not true of a number of other popular codecs like g729, g726, etc. Tbere are PC applications that will play these streams from libpcap files, but they charge. One that is available for a trial period of 30 days is from JDSU call PVA-1000.  I have tried it and I liked it quite a bit, but the company I work for did not like its licensing restrictions. Another application that I use is called ClearSight. It will capture, decode and play all major VoIP codecs and used libpcap files, but again it costs $$$.
