-E has a specific purpose - it does not remove whole packets at the loss rate, it changes random bytes in the raw file.  This means that errors could come in any portion of any packet - the headers, the payload, whatever.

I don't know of a tool that can create packet loss in a cap file.  It would be a good feature addition to editcap though... ;-)
