As the subject line indicates, the portable apps installer fails to build using SVN 24028.  Although the WiresharkPortable.ini file is present in both the packaging/portableapps/win32/ and packaging/portableapps/win32/Files/Other/WiresharkPortableSource/ directories, it is obviously missing from another directory where xcopy is expecting it.  The relevant build output is included below.
