Title: Add translation of SMS UCS2 to UTF-8 Problem

Hi,
http://bugs.wireshark.org/bugzilla/show_bug.cgi?id=2159 adds the abillity to display SMS messages encoded in UCS-2 by translating to UTF-8.

On Windows only the SMS in the enclosed trace in Russian displays well but according to the author all messages works on Linux.

Should we include this patch? add a preference or just a [generated item] explaining the potential problem? Other comments/ideas?
