Wireshark-dev: [Wireshark-dev] Windows buildbot failing on portableapps package

The Windows buildbot is failing on the "create portableapps package"
step, which is preventing it from copying over the normal Windows .EXE
files over to the /download/automated/win32 web page.  They haven't been
updated since Dec 3, which is 72 revisions old at the time of this
writing :(.
