Not us.  Solomon Peachy maintains it; you should ask him about it, not us.

Note that the AVS header is a fixed data structure; it might involve more work to extend it than to extend, for example, the radiotap header, where new items such as those can be added without breaking any existing code (code to handle the radiotap header would just ignore items it doesn't know about). David Young maintains the radiotap header.

Also why was the MAC time changed from nanoseconds to microseconds?

Again, ask Solomon Peachy about that.
