whoever checked in your patch acidentally replaced
gtk/codecs/Makefile.am by gtk/codecs/Makefile.nmake. I retrieved it from
the mailing list archives, but as that is suboptimal, please resend it.
Also, please add copyright headers to all the .h and .c files in codecs.
