How much memory do you have? Is memory limited for 'steve' user?
Can you reproduce problem on another machine?

I'm also interested what's top RSS of tshark process, on Linux /usr/bin/time
shows this kind of info, but I'm not sure if it works on FreeBSD.

Could you upload sample capture file with problem?
