The SCTP dissector puts the RTT times in both the data chunk and the SACK which
acknowledges it (r43406 changed this somewhat so that the filters are
different).  Of course getting the RTT into the data chunk requires 2 passes
through the packets (so it doesn't happen in tshark which normally does only 1
pass).
