In this scenario, WinPcap installer never starts even though it is checked to
be installed:

* OS: Windows 2008 R2 VMWare 5 Virtual Machine
* Run Wireshark-win64-1.8.0.exe as Administrator
* Choose all default options (including 'Install WinPcap 4.1.2'
* Installer starts installing files
* installer pauses on vcredist_x64.exe step for a few seconds
* Windows prompts me to close Wireshark installer to proceed with restart
* Click cancel on the restart request
* Installer finishes and says it completed successfully


To fix, I rebooted, then ran the installer again, chose NO to uninstall first,
chose all the same options, and that time WinPcap installer started allowing me
to install it.  Wireshark functioned fine afterwards.
